In the first half of 2017 the financial income per capita of the population of the Republic made up 16914,81 RUB which is 103% of the corresponding period of the previous year, while the real disposable financial income of the population made up 99.3%.
According to preliminary data in the period of January-June 2017 the bulk of the population’s financial income in the Chuvash Republic is being spent on consumer expenditure (purchase of goods; service payment; payment for goods (works, services) by a bank card abroad) – 76.8% of all population’s financial income. Mandatory payments and contributions made up 11.8% of all population’s financial income; savings (increase (decrease) in account deposits of the citizens; purchase of securities, changes in account funds of individual entrepreneurs; changes in credit indebtedness, property acquisition; purchase of livestock and poultry) – 9%; foreign currency purchase – 1.3% of all population’s financial income. The excess of financial income over expenditure made up 1.1%.
The population’s primary source of income in the Chuvash Republic is a salary. In the first half of 2017 the average monthly gross salary made up 23749.3 RUB and increased by 7.9% if compared to the same period in 2016.
As regard to the average republican level the highest salary remains in companies which deal with scientific studies and researches (by 2.1 times), production of computers, electronic and optical products (by 68.8% higher), electric equipment (by 48.8%), production of vehicles, trailers and semitrailers (by 22.4%) and etc.
According to the nature of business the average monthly salary is distributed as follows: power, gas and steam supply; air conditioning – 29954.9 RUB (109,5% of the period of January-June 2016), manufacturing – 26503.9 RUB (110.9%), transportation and storage – 23790.2 RUB (112.7%), health and social services – 21631.5 RUB (106.6%), construction – 21789.7 RUB (109.1%), wholesale and retail trade – 19916.2 RUB (108.8%), education – 20844.9 RUB (109%), agriculture, forestry, hunting, fishing and fishery – 16276.0 RUB (100%).
On the average in the Chuvash Republic in the period of January-May 2017 the accrued average monthly salary of workers in organizations not related to small businesses made up 26045.7 RUB, and increased by 7,9% compared to the period of January-June 2016. Higher than it is on the average in the Chuvash Republic average monthly salary of workers in organizations not related to small businesses is noted in the city of Cheboksary (29441.6 RUB, which is by 13,0% higher than it on the average in the Chuvash Republic), and Krasnoarmeysky District (28120.9 RUB, which is by 8.0% higher).
According to Chuvashstat as of July 1, 2017 the overdue salary payments made up 16578 thousand RUB which by 49860 thousand RUB (or 75%) less than it was according to the data as of January 1. 2017. In the total volume of overdue salary payments, debts of the organizations under bankruptcy proceedings made up 15478 thousand RUB, which is 93.4%.
As of July 1, 2017 there were no overdue salary payments in 3 cities and 19 districts of the Republic.
Employment of the population
In January-June 2017 within the framework of the Chuvash Republic government program «Employment promotion» there were carried out employment promotion measures.
In 2017 to implement these employment promotion measures 386.8 million RUB will be allocated, of which 217.9 million RUB (56.3%) – federal budget funds, 168.9 million RUB (43.7%) – funds of the Chuvash Republic budget. In January-June of the present year 181.2 million RUB were allocated for these purposes, of which 105.6 million RUB – federal budget funds, 75.6 million RUB – funds of the Chuvash Republic budget.
The total number of program participants will be 80 thousand people minimum, of which 41,8 thousand people minimum will be given employment with the help of employment offices.
In January-June 2017 48.0 thousand people participated in the program (60.9% of the annual plan), while 22.8 thousand people were given employment (54.5% of the annual plan for 2017).
In 2017 within the framework of the government program it is planned to give employment to 16100 under-age citizens at the age from 14 to 18 during the study-free time, provide public works for 6720 from among the jobseekers and unemployed citizens. As of July 1, 2017 597 contracts for teenage employment have been concluded with employers, according to which 10325 under-age citizen have been given employment (64.1% of the plan for 2017.), 617 contract – for public works, where 3654 workers were sent (54.4% of the plan for 2017).
From the beginning of the current year employment offices in order to assist citizens with job search organized 127 employment fairs, in which 279 organizations took part. During the fairs 857 were given employment, which is 33.1% of the number of fair visitors.
In January-June of the current year 1516 unemployed citizens (75.8% of the plan for 2017) were sent for professional and additional training, including 24 disabled, 2 citizens dismissed from the military service, 7 graduates of educational institutions, who hadn’t started their work activities and etc. Training was conducted in educational institutions of all levels for professions (specialties) which have high demand on the labor market.
293 women attending children under the age of three years (73.3% of the planned annual number) were also sent for professional and additional training: including 115 women having maternity leave for children under the age of three years, and 178 unemployed women attending children under the age of three years.
The public service of occupational guidance was rendered to 19411 citizens (61.9% of the plan for 2017), including 3923 unemployed, 495 disabled, 3 citizens dismissed from the military service, 2146 long-term unemployed, 43 released from penitentiary facilities, 216 women during their maternity leave for children under the age of three years, and other groups of citizens.
Services of psychological support were rendered to 862 unemployed citizens (53.9% of the plan for 2017), including 221 citizens at the age of 16-29, 20 disabled, 162 citizens which lost their jobs because of the liquidation of their organizations, 93 citizens who were registered as unemployed for more than 1 year.
Public services of social adaptation on the labor market were rendered to 1038 unemployed citizens (56.7% of the plan for 2017), including 27 disabled, 158 unemployed citizens which have a longstanding job break.
Implementation of measures which help citizens to find employment is one of the government policy strands in the field of population employment.
In January-June 2017 2102 citizens which have difficulties with job search (disabled, citizens of pre-retirement age, released from detention facilities, single parents and parents with many children, etc) applied for assistance, which is 8.0% of the total number of citizens applied for employment offices in order to find an employment.
In January-June of the current year 1428 citizens which have difficulties with job search with the help of employment offices have found employment (67.9% of the total number of citizens of this group applied to employment offices), including 411 citizens – within the framework of measures of temporary employment for unemployed citizens which have difficulties with job search.
Within the framework of implementation of measures aimed at employment of unemployed citizens which have difficulties with job search employment offices concluded 277 contracts with the employers. As a result, 154 disabled citizens which have indications to work; 70 parents with many children and single parents which raise under-age children, disabled children; 160 citizens of pre-retirement age; 11 citizens which were released from detention facilities, obtained employment.
Employment offices pay much attention to qualitative formation and timely update of the republican job bank. As of July 1, 2017 job bank of the employment offices had information on 17265 vacancies which were present in the database for: less than 1 month – 8441 entries (48.9%), from 1 to 3 months – 5367 (31.1%), from 3 to 6 months – 2209 (12.8%), from 6 months to 1 year – 806 (4.7%), more than 1 year – 442 (2.6%). As of July 1 of the current year the pressure coefficient on the labor market made up 0.3 points (as of the beginning of the current year – 0.4 points).
As of July 1, 2017 the number of unemployed citizens registered with employment offices of the Republic made up 4509, ratio of the level of the registered unemployment to the number of economically active population – 0.70% (as of January 1, 2017 – 5075 and 0.76% respectively).
In January-June 2017 107.9 million RUB of federal funds were used to exercise delegated by the Russian Federation powers for social payments to unemployed citizens, including: unemployment payments – 92.9 million RUB; scholarships – 6.3 million RUB; pre-schedule pensions awarded to unemployed citizens – 8.2 million RUB, financial assistance – 0.1 million RUB, banking accommodations – 0.4 million RUB.
